It is encapsulated with a material (protective layer) 8. Here, the apparatus main body 19 includes a transparent substrate (first substrate) 1 including the first electrode 3, a counter substrate (second substrate) 2 including the second electrode 4, and the transparent substrate 1 and the counter substrate. 2 has a plurality of microcapsules 40 sandwiched between the first electrode 3 and the second electrode 4.
