abstract PROBLEM TO BE SOLVED: To provide a polymer electrolyte, a battery, and a battery manufacturing method capable of improving current load characteristics. SOLUTION: A positive electrode 21 and a negative electrode 22 are wound through a separator 24, and then housed in an exterior member, and an electrolyte salt, a solvent, polyvinyl acetal, and a Si-OM bond (M is An electrolyte composition comprising a compound having B, P or S) is added. Polyvinyl acetal is polymerized using a compound having an Si—OM bond and an electrolyte salt as a catalyst, whereby the polymer electrolyte 23 is formed. If an imide salt containing a sulfonyl group is used as the electrolyte salt, the polymerization can be further promoted. [Selection] Figure 2
