PROBLEM TO BE SOLVED: To provide a preparation excellent in absorbability and targeting in vivo for retinol or a derivative thereof. SOLUTION: A primary nanoparticle containing retinol or a derivative thereof, an organic compound having a hydrophobic group and an anion residue, and a surfactant is prepared, and a divalent or trivalent metal salt acts on the primary nanoparticle-containing solution. Secondary nanoparticles, and tertiary nanoparticles in which monovalent to trivalent basic salts are dispersed. By using these nanoparticles, retinol or its derivatives are improved in absorbability to the skin. Therefore, a preparation excellent in sustained release and targeting is provided.
