abstract | PROBLEM TO BE SOLVED: To provide an insulating material forming composition capable of forming an insulating film having a low dielectric constant and an insulating film obtained from the composition. A compound represented by the general formula (2) is added to at least one silane compound selected from a compound represented by the general formula (1), a hydrolysis product thereof, and a condensate thereof.
