abstract | PROBLEM TO BE SOLVED: To provide a developing roller manufacturing method which does not cause a filming problem and is excellent in toner transportability, and a developing roller obtained thereby. A developing roller manufacturing method is provided with an elastic layer 2 mainly composed of a rubber material and at least one coating film layer 3 on the outer periphery of a shaft 1, and a coating material is applied on the elastic layer 2. It is a manufacturing method in which the coating layer 3 is formed by coating. (I) When the angle θ of the polishing eye of the elastic layer is θ <90 ° and the surface roughness Rk 1 is 6 ≦ Rk 1 ≦ 9, the resin concentration of the paint is 15% or more and 17% or less. As described above, (ii) when the angle θ of the polishing layer of the elastic layer is θ ≧ 90 ° and the surface roughness Rk 1 is 6 ≦ Rk 1 ≦ 9, the resin concentration of the paint is 9% or more and 13%.
