abstract PROBLEM TO BE SOLVED: To provide an information display panel in which a display medium is not placed in a sealing material arrangement region of a substrate and a method for manufacturing the same. SOLUTION: At least one kind of display medium 3 composed of at least one kind of particles is sealed between substrates 1 and 2 which are two opposite substrates, at least one of which is transparent, and is generated in the substrate. In the information display panel that displays information by moving the display medium by the applied electric field, at least one of the substrates (substrate 2) is insulated from the display area side electrode in the sealing material arrangement region 12 in the outer peripheral region of the display area 11. In addition, the float electrode 13 which is another electrode is provided, and the charged display medium 3 is supplied into the panel while the float electrode 13 is set to the floating potential and the display area side electrode 5 or 6 is set to the ground potential.
