PROBLEM TO BE SOLVED: To solve problems such as low ion exchange capacity and poor oxidation resistance and methanol resistance, which are disadvantages of a polymer electrolyte membrane. SOLUTION: A polymer film used as a base material is obtained by irradiating a radiation such as γ-ray or electron beam to multi-component co-graft functional monomers, and then introducing grafted molecular chains and sulfonic acid groups. By cross-linking a polymer film substrate containing grafted molecular chains with radiation, it has excellent oxidation resistance, dimensional stability, electrical conductivity and methanol resistance, and an ion exchange capacity within a wide range.
