abstract | An object of the present invention is to prevent fogging that tends to occur in the counter development method and image unevenness due to a decrease in density at the tip, and to produce an electrophotographic image with high image density and good color reproducibility. A forming method and an image forming apparatus are provided. An electrostatic latent image is formed on an organic photoconductor, a developing brush made of a developer containing toner is formed on a cylindrical developing sleeve, the developing brush is brought into contact with the organic photoconductor, and the static image is formed. In the image forming method of developing an electrostatic latent image into a toner image, the developer contains toner particles having a particle size of 0.7 × (Dp50) or less, where Dp50 is the 50% number particle size of the toner particles. A developing sleeve containing a toner having an amount of 8% by number or less and a water content of 0.1 to 2.0% by mass (30 ° C., 80% RH environment) with respect to the rotation direction of the organic photoreceptor.
