abstract | An object of the present invention is to reduce the refractive index of a cladding of a plastic optical fiber (POF) without depending on the material. An outer tube having a large number of pores is formed. A core polymer is put into the outer tube 12 to form a core material 30 by rotational polymerization, and a preform 21 composed of the outer tube 12 and the core material 30 is produced. The preform 21 is stretched by heating to obtain POF. A large number of fine holes 33 of the outer tube 12 are dispersed by heat drawing, and a large number of fine holes are formed in the cladding of the POF. The size of the micropores is 1 μm or more and 1000 μm or less, and the amount thereof is 1 vol% or more and 70 vol% or less. This fine hole reduces the refractive index of the cladding. Even if the same material as the outer core material 31 is used as the clad, a clad having a lower refractive index than that of the outer core is obtained, and the selection range of the clad material is widened.
