abstract PROBLEM TO BE SOLVED: To prevent wear scars on a fixing belt and to prevent generation of streak marks by a contact temperature sensor, and to effectively reduce the amount of offset toner collected without deteriorating the releasability of the fixing belt surface layer. A fixing device and an image forming apparatus are provided. A recording material carrying a toner image is passed between an endless fixing belt 93 wound around a heating roller 91 and a fixing roller 92 and driven to travel, and the toner image is fixed. The fixing device 9 includes a contact-type temperature sensor 99 that detects the temperature within the image forming range, and fixes the surface layers of the tension roller 98 and the cleaning roller 97 that are one or a plurality of contact members that are in contact with the fixing belt 93. The surface material of the belt 93 is the same as that of the belt 93, and the surface material of the fixing belt 93 is a fluororesin in which a conductivity imparting material is blended.
