Fluorescence observation is performed on at least a discriminable region on an endoscopic observation image without degrading a laser light source. A laser beam is emitted by two-dimensionally scanning and irradiating a living tissue 19 with excitation light λex using a x-axis scanning mirror 16, a y-axis scanning mirror 17, and a condensing lens 18. Fluorescent observation is performed without increasing the amount of light emitted from the light source 12, and white light is also scanned and imaged to simultaneously perform fluorescence observation in the same region as the normal observation region.
