abstract | PROBLEM TO BE SOLVED: To provide a powder cosmetic which is excellent in drug stability of a water-soluble drug blended in cosmetics, has no roughness and powderiness, and has excellent usability. SOLUTION: (1) Hydrophobized powder whose surface is treated with a silicone compound, tetraalkylammonium salt or the like on the surface of inorganic powder, 20 to 95% by mass; (2) Organopolysiloxane elastomer spherical powder, methylsiloxane 1.0 to 30% by mass of a silicone polymer spherical powder having an average particle size of 0.5 to 30 μm, such as a reticulated polymer spherical powder and a composite spherical powder using these as a mother powder, and (3) a hydroquinone glycoside or its A water-soluble drug such as a derivative, tranexamic acid or a derivative thereof, alkoxysalicylic acid or a salt thereof is blended in an amount of 0.01 to 20% by mass.
