abstract An exhaust emission control device for reducing NOx by controlling a ratio of NO and NO 2 is provided. SOLUTION: A selective reduction catalyst 16 that is provided in the middle of an exhaust pipe 11 of an engine 1 and that can selectively react NOx with ammonia even in the presence of oxygen, and into the exhaust gas 9 on the inlet side of the selective reduction catalyst 16. A urea water adding means 22 for adding urea water 21 as a reducing agent, a plasma generator 25 for discharging into the exhaust gas 9 upstream of the addition of the urea water adding means 22 and generating NO 2 , A control device 28 is provided for controlling the plasma generator 25 so as to adjust the ratio of NO and NO 2 to add the urea water 21 to the urea water 21 adding means.
