abstract An image display panel manufacturing method is provided, in which an image display medium hardly remains between a top of a partition wall and a substrate, and excellent panel performance can be obtained. A plurality of cells partitioned by a partition wall are formed between two opposing substrates 1 and 2 transparent at least one, and an image display medium 3 is enclosed in the cells, and an electric field is applied to the image display medium. In the method for manufacturing an image display panel that displays an image by moving the image display medium, a cell surface that fits in a cell formed by the partition wall 4 on the substrate 1 on which the partition wall 4 is not formed. The mask 11 having openings having an area equal to or smaller than the cell area is placed, the image display medium 3 is spread on the substrate 1 through the mask 11, and after removing the mask 11, the other in which the partition wall 4 is formed.
