PROBLEM TO BE SOLVED: To provide a method for forming a chemisorbed film firmly bonded to a substrate surface with a uniform film thickness on the substrate surface in a short time with high efficiency. SOLUTION: The method for forming a chemical adsorption film of the present invention comprises a hydrophilic treatment step ST1 for hydrophilizing a substrate surface, a treatment step ST2 for attaching an acid or a base to the hydrophilicized substrate surface, A film forming step ST3 in which a chemical adsorbent is brought into contact with the base material surface to which the base is attached, and a chemical adsorption film is formed on the surface.
