This has become an important issue in polymer electrolyte fuel cells. [Solution] By setting electroosmotic water accompanying proton conduction at 20 ° C. in the electrolyte membrane to 2.0 molecules or less and 0.1 molecules or more per proton, high performance in a polymer electrolyte fuel cell can be achieved.
