abstract An object of the present invention is to provide a method of manufacturing an electrolytic capacitor that can provide a low ESR electrolytic capacitor having a high withstand voltage and excellent leakage current stability. In an electrolytic capacitor manufacturing method, a capacitor element 9 in which an anode foil 1 and a cathode foil 2 are wound with a conductive separator 3 interposed therebetween is housed in a metal case 7 together with a driving electrolyte solution. The separator base material is impregnated with an oxidant solution, and this separator base material is vapor-phase polymerized in a monomer vapor of a conductive polymer, and then washed and dried to conduct the separator in a chemical oxidation polymerization.
