abstract The present invention provides a phosphor and a plasma display device that have improved luminance deterioration, chromaticity change, or discharge characteristics, and high initial characteristics. The phosphor of the present invention is an alkaline earth metal aluminate phosphor containing an element M (where M is at least one element selected from the group consisting of Nb, Ta, W and B). Thus, the concentration of M in the vicinity of the surface of the phosphor particles is higher than the average concentration of M in the entire phosphor particles.
