SOLUTION: A polyorganosiloxane graft polymer (A) in an aqueous dispersion of a polyorganosiloxane graft polymer (A) is coagulated to form the aqueous dispersion into a slurry, and the slurry is heated to 40 ° C. or higher. The polyorganosiloxane is added by adding 0.1 to 10 parts by mass of the hard inelastic polymer (B) having a glass transition temperature (Tg) of 100 parts by mass with respect to 100 parts by mass of the polyorganosiloxane-based graft polymer (A).
