A pattern forming resin having adhesiveness is laminated on a base film having an adhesive surface on at least one surface side of a transfer mold, and then an optical pattern corresponding to a desired pattern is irradiated to form the optical pattern. After forming the corresponding latent image 34, development is performed to remove unnecessary portions of the pattern forming resin 12, and a concavo-convex pattern is formed on the base film 7.
