PROBLEM TO BE SOLVED: Conventionally, a maleic acid-modified polypropylene oligomer is used as a dispersant for clay in a resin, and a hydroxyl group-modified polypropylene containing a hydroxyl group is known as a resin modifier for improving the paintability of the resin. No dispersing agent or coating property improving agent having a clay dispersing effect and a resin coating property improving effect without reducing the resin physical properties with a small amount of addition has not been known. SOLUTION: A hydrophobic group comprising a polyolefin (a) having a number average molecular weight of 1,500 to 100,000, a hydrophilic group containing at least one onium base (b), and (b) a number per one Dispersant (I) or paintability improving agent (II) comprising modified polyolefin (A) having an average molecular weight of 750 to 50,000.
