PROBLEM TO BE SOLVED: To provide a phosphorus-containing flame retardant composition for a cellulose-containing material which exhibits a good flame retarding effect without causing expansion even when used in a relatively small amount and has a small residual water solubility. The present invention relates to a phosphorus-containing flame retardant for a cellulose-containing molded article comprising 0.1 to 99.9% by weight of an organic nitrogen compound resin and 0.1 to 99.9% by weight of a phosphorus-containing flame retardant.
