PROBLEM TO BE SOLVED: To provide a cosmetic that contains a cationic surfactant and can be used in a mode that does not wash away. SOLUTION: 1) A cationic surfactant is contained in cosmetics together with 2) a phosphate ester of sugar and / or a salt thereof. The cationic surfactant is preferably alkyltrimethylammonium chloride, and the alkyltrimethylammonium chloride is preferably behenyltrimethylammonium chloride.
