abstract To provide a method for forming a homogeneous metal plating film having strong adhesion to an insulating layer without damaging a thin insulating layer such as a printed wiring board. A method for forming a metal film on an insulating layer according to the present invention includes (1) dielectric particles having a dielectric constant of 30 or more and an insulating resin in the presence of particles having a photocatalytic function. Irradiating the surface of the insulating layer formed of the insulating resin composition with radiation, (2) forming a seed layer on the insulating layer using an electroless plating solution having a pH of 5 to 9, and (3) The method includes a step of forming a metal film on the seed layer by electrolytic plating.
