[PROBLEMS] To maintain a lift-up force while reducing the burden on the hair, providing a good feeling of combing and touch, and excellent safety such as irritation to the scalp, and no irritating odor during use. The present invention provides a hair treatment buffer composition that enables a highly effective hair bleaching agent or a hair dye having excellent dyeability.
