Disclosed are a non-eluting agent and a soil treatment agent that can easily and easily avoid the elution of heavy metals from soil. A soil treatment agent contains cement, gypsum, fly ash, and an extract. This extract contains a non-eluting agent and a solidification accelerator that promotes solidification of the soil. Specifically, iron, sodium thiosulfate, and potassium chloride are used as a non-eluting agent, and calcium oxide is used as a solidification accelerator. This soil treatment agent is added to the soil, and when cyan, arsenic, cadmium, lead, mercury, and chromium are present in the soil, cyan and arsenic are captured by iron, and cadmium, lead, and mercury are captured by sodium thiosulfate. Then, chromium is captured by calcium sulfate and silicon dioxide. Thereby, heavy metals are made non-eluting. [Selection figure] None |
