SOLUTION: A first aeration tank for aeration treatment of organic waste water, a solid-liquid separation means for solid-liquid separation of the aerated organic waste water, a second aeration tank for aeration treatment of a part of recovered sludge by solid-liquid separation, The sludge treatment apparatus includes a coagulation tank for coagulating sludge, a dehydrating means for dehydrating the coagulated sludge, and a fermentation tank for fermenting the dehydrated sludge. And according to organic substance density | concentration, the organic substance density | concentration of the modified sludge finally obtained is prepared by transferring the mixing sludge mixed with the recovery sludge and the sludge processed by the 2nd aeration tank to a coagulation tank.
