PROBLEM TO BE SOLVED: To provide a flexible polyurethane foam and a vehicle seat pad which are thinned while maintaining vibration characteristics relating to riding comfort and bottoming feeling relating to sitting comfort in a good state. SOLUTION: A flexible polyurethane foam obtained by reacting a polyol, a polyisocyanate, and a foaming agent, having a thickness of 40 mm to 90 mm, a 25% ILD hardness of 235 N / 314 cm 2 to 314 N / 314 cm 2 , a core portion A soft polyurethane foam having a rebound resilience of 74% to 85% and a vehicle seat pad are formed from the flexible polyurethane foam.
