abstract [PROBLEMS] To provide a warming member that can exhibit a higher warming effect, has excellent contamination resistance and wear resistance, and can be manufactured stably at low cost. A base 60 made of FRP, a heat insulating portion 20 provided integrally with the base 60 on the surface side of the base 60 and having pores 20a, and a heat insulating portion on the surface side of the heat insulating portion 20 are provided. 20 is a waterproof pan for a bathroom provided with 20 and a water-impermeable surface layer 3 provided integrally therewith. The heat insulating portion 20 includes a reinforcing body 2 in which fibers are entangled with each other while securing a gap, and a resin 20b that is connected while being entangled with the fibers of the reinforcing body 2 and leaves the gap as pores 20a.
