abstract PROBLEM TO BE SOLVED: To prevent uneven charging by preventing contact of a charging brush by a contact member that contacts the charging brush. Using a brush charger (2) having an abutting member (12) that abuts on a charging brush, the transfer residual toner is collected simultaneously with charging of the image carrier (1), and the collected toner is image-bearing.
