PROBLEM TO BE SOLVED: To provide a method for producing a polyurethane emulsion for an aqueous one-component coating agent that is safe in consideration of the environment and is excellent in productivity, storage stability, water resistance and solvent resistance of a film. A carboxyl group-containing isocyanate group-terminated urethane prepolymer (A) is produced by reacting an organic diisocyanate (a1), a polymer polyol (a2), and a carboxyl group-containing low molecular glycol (a3). After mixing the non-anionic polyisocyanate (B), all or part of the isocyanate groups of the mixture are blocked with the blocking agent (C), and the carboxyl groups in the system are neutralized with the neutralizing agent (D). The solution is solved by a method for producing a polyurethane emulsion for an aqueous one-component coating agent, wherein the mixture is emulsified in water and then subjected to a chain extension reaction if necessary.
