abstract PROBLEM TO BE SOLVED: To easily perform construction on a floor base material, to uniformly heat the entire floor material to a predetermined temperature in a short time, and to suppress the emission of formaldehyde from the inside of the floor material. Provide flooring for heating. SOLUTION: Heat from the heating element 2 is directly propagated to the flooring base material 1 on the lower surface of the flooring base material 1 in which a heating element 2 composed of a hot water pipe or an electric heater is disposed in the lower part. A soaking layer 3 made of aluminum foil or the like is attached, and a water absorbent sheet 4 made of paper or non-woven fabric is attached to the soaking layer 3 for facilitating the construction of the floor base material. Furthermore, a formaldehyde adsorbent is applied to the lower surface of the flooring base material 1 and the water absorbent sheet 4 so as to penetrate and impregnate the interior.
