abstract The present invention provides a catalyst application liquid for electroless plating capable of applying a catalyst to an object to be plated that is sensitive to acid or alkali in a neutral pH range. A catalyst-imparting solution contains a soluble palladium complex formed by the reaction of a complexing agent not containing a nitrogen atom as a ligand with a palladium salt, and a chlorine ion, and has a pH of 5 to 9. By making it within the range, palladium ions are taken into the soluble palladium complex and precipitation of metallic palladium is prevented, and the palladium complex has moderate stability and corrodes the object to be plated that is weak against acid and alkali. Without being replaced, metal palladium is deposited on the object to be plated and the catalyst is applied. [Selection figure] None
