PROBLEM TO BE SOLVED: To provide a stable oil-in-water emulsion composition by utilizing the surface active ability of a cationic polymer. (A) A cationic polymer unit in which part or all of the amino group of the general formula (1) is an acid salt or a quaternary ammonium salt, and a hydrophobic polymer unit represented by the general formula (2) Is a substantially non-crosslinked cationic polymer comprising (R 1 , R 2 , R 3 , R 6 , R 7 and R 8 represent a hydrogen atom or an alkyl group having 1 to 2 carbon atoms, and R 4 and R 5 represent a hydrogen atom or an alkyl group having 1 to 4 carbon atoms. R 9 represents an alkyl group, R 9 represents a linear or branched alkyl or alkenyl group having 1 to 30 carbon atoms, X 1 and X 2 represent an oxygen atom or NH, and Y 1 represents 1 to 8 carbon atoms.
