The present invention provides an ink and a paint having improved flow characteristics in ink and paint, having low viscosity and low thixotropic properties, and good viscosity stability over time. The main feature is that a quinoline derivative represented by the following general formula (1) or (2) or a compound comprising an amine salt or a metal salt thereof is used as a pigment dispersant.
