abstract PROBLEM TO BE SOLVED: To realize a surface roughness of 0.2 nm RMS of an optical element used for an extremely short wavelength which has been difficult to form. SOLUTION: Conventionally, the surface of a workpiece made of various materials in various shapes is formed by using a surface generating thin plate or surface generating mold having a desired surface roughness and a laser for melting the workpiece. Smoothing with a small surface roughness can be realized. In particular, an optical element substrate having a surface roughness of 0.2 nm RMS or less is possible, and a highly accurate optical system can be realized. [Selection] Figure 1
