abstract The present invention provides a method for producing a neem oil emulsion that is easily diluted in use and has a stable emulsified state without using a surfactant in the production thereof. Neem oil is emulsified by stirring at 3000 to 20000 rpm in an alkaline solution having a pH of 11 to 12.5, and the alkaline solution is dissolved in water to generate hydroxide ions OH −. An aqueous solution of a compound (base) that generates water, or an alkaline ionized water obtained on the cathode side (negative electrode side) when an electrolyte solution containing an electrolyte is decomposed by electric energy, preferably has a base concentration of 0.
