abstract PROBLEM TO BE SOLVED: To reduce EMI by more effectively spreading a spectrum of a clock signal in a semiconductor integrated circuit having a function of reducing electromagnetic interference by frequency-modulating the clock signal. The semiconductor integrated circuit selects a modulation clock signal whose frequency change is controlled according to the modulation control signal by selecting one of a plurality of clock signals each having a plurality of different phases according to the modulation control signal. A clock signal modulation unit 30 to be generated, and modulation control units 10 and 20 that sequentially generate a plurality of types of modulation control signals so that at least the modulation period of the modulation clock signal changes are provided.
