A measurement method for bringing a skin into contact with an electrode and measuring a current flowing through a single alternating-current signal to obtain a stratum corneum moisture content. The skin in contact with the electrode surface in the same stratum corneum moisture content. Due to the influence of the electrolyte components on the surface, the current-carrying electrical characteristics are different and lack accuracy. An object of the present invention is to provide a low-cost apparatus that measures the above accurately, simply and easily in a short time without burdening the subject. An electrode is brought into contact with the skin surface, and electrical current characteristics are measured by a plurality of alternating current signals. The stratum corneum moisture content is not affected by the electrolyte component on the skin surface in contact with the electrode surface and the electrolyte component on the skin surface in contact with the electrode surface. The device is characterized in that the effective contact coefficient as the degree of influence of electrical conductivity due to the skin and the distance from the skin surface to the high moisture area inside the skin are calculated and measured based on the difference in the electrical properties of the skin layer .
