abstract PROBLEM TO BE SOLVED: To extract an active ingredient from an extract and sterilize a liquid from which the active ingredient is extracted without being spoiled even if stored for a long period of time and without being deteriorated in aroma and taste. A retort extraction and sterilization method capable of simultaneously carrying out water is provided. In a packaging container having an oxygen barrier property, water and a substance to be extracted enclosed in a substance-encapsulating bag through which water permeates are placed. After sealing, the active ingredient of the substance to be extracted is extracted into water and sterilized by retort at 100 ° C or higher. Oxygen barrier layers that provide oxygen barrier properties to the packaging container include aluminum foil, aluminum vapor deposited PET, aluminum oxide vapor deposited PET, silicon oxide vapor deposited PET, PVDC coated PET, PVDC film, EVOH film, MXD-6NY film, and poly (meta).
