abstract An object of the present invention is to prevent salt elution even when salt content is removed from molten fly ash and the molten fly ash is buried in a controlled final disposal site. SOLUTION: A molten fly ash is dissolved in an aqueous solution, a mixing tank 131 for adjusting the pH of the aqueous solution to 8 to 11, and an aggregating tank 132 that receives the aqueous solution from the mixing tank 131 and mixes the flocculant with the aqueous solution. Then, an aqueous solution is received from the coagulation tank 132 to coagulate and precipitate insoluble substances including metal hydroxide, and an aqueous solution of the supernatant in the precipitation tank 15 is received to adjust the aqueous solution to neutrality. The structure is provided with a neutralization tank 16 and an evaporation device (salt content recovery means) 17 that receives an aqueous solution adjusted to be neutral in the neutralization tank 16 and recovers a salt content from the aqueous solution.
