The heat insulation layer contains 100 parts by weight of cement, 4 parts by weight or more of foamed organic resin granules, 5 to 300 parts by weight of an inorganic aggregate, 1 to 50 parts by weight of an organic binder, and 1 to 50 parts by weight of fibers.
