abstract PROBLEM TO BE SOLVED: To dry a polymer electrolyte membrane to suppress the flooding phenomenon, and the durability is deteriorated. A cooling water flow path 19 through which cooling water formed on at least one of the back surfaces flows, the fuel gas, the oxidant gas, and The cooling water flows in the fuel gas flow path, the oxidant gas flow path, and the cooling water flow path 19 so as not to oppose gravity.
