PROBLEM TO BE SOLVED: To provide a high performance electrode catalyst excellent in dispersibility. SOLUTION: A catalyst component is dissolved in a reverse micelle solution to obtain metal particles having an average particle diameter of 1 to 10 nm, and this is supported on conductive carbon particles. By mixing reverse micelle solutions containing different metals, composite metals can be formed in reverse micelles. Through the reverse micelle solution, the metal particles have a small average particle diameter, and the electrode catalyst prepared using the reverse micelle solution can carry metal particles on the surface thereof at substantially equal intervals, and the resulting electrode catalyst Is excellent in its performance.
