An optical sensing enhancement material (and corresponding fabrication method) including a medium including a plurality of aggregated nanoparticles (32) including fractals and a microcavity (44), wherein the medium is disposed near the microcavity. Also provided is a medium doped with a substance (the medium includes a plurality of aggregated nanoparticles including fractals), the doped medium is disposed near a microcavity, and the doped medium is irradiated with a light source. An optical sensor and a sensing method for detecting light reflected from an excited and doped medium. Also, a light-sensing enhancement material that includes a medium (where the medium includes a semi-continuous metal film of randomly distributed metal particles and their clusters, approximately at their percolation threshold).
