abstract An object of the present invention is to facilitate management of a water treatment device. SOLUTION: In the water to be treated in an electrolysis tank 11, chloride ions are converted into chlorine gas in the vicinity of an anode electrode 3 by adding a saline solution (sodium chloride), and part of the chlorine gas is hydrated. It becomes hypochlorous acid. Nitrate ions in the water to be treated introduced into the electrolytic cell 11 are reduced to ammonia via nitrite ions on the surface of the cathode electrode 4. Then, hypochlorous acid generated from chlorine gas generated in the vicinity of the anode electrode 3 reacts with ammonia generated on the surface of the cathode electrode 4 to generate nitrogen gas. The chloride ion (sodium chloride) is charged into the electrolytic cell 11 at the time when one third or more of the nitrogen compounds in the water to be treated are converted into ammonia nitrogen.
