A reforming catalyst for oxygen-containing hydrocarbons and a method for efficiently producing hydrogen or synthesis gas using the reforming catalyst are provided. Further, the present invention provides a fuel cell system using hydrogen or a synthesis gas produced by a reformer equipped with a catalyst as a fuel. A carrier containing manganese oxide comprises (a) at least one component selected from a ruthenium component, a platinum component, a rhodium component, a palladium component and an iridium component, and, if necessary, (b) a cobalt component and / or (c).
