A method for sintering a semiconductor fine particle dispersion suitable for a photoelectrode is provided. A sintering method characterized in that a semiconductor fine particle dispersion is coated on the surface of a polymer film and then sintered by microwaves of 28 GHz, and a transparent conductive layer is laminated on one surface of a transparent substrate of the polymer film. The present invention relates to a photovoltaic cell having an (electrode) transparent electrode layer, a semiconductor film layer sintered by a microwave of 28 GHz, an electrolyte layer, and a counter electrode on the surface of the transparent electrode layer.
