Kind Code: A1 Abstract: A binder in which inorganic plate-like silica particles having an aspect ratio of 10 to 500, an average particle size of 5 μm or less, and a self-forming property are compounded as a non-chromate rust-preventive coating layer on the surface of a metal member. Member having a surface layer made of a resin component. Further, such a metal member can be formed by applying and drying an aqueous resin composition containing plate-like silica particles and an aqueous binder resin component on the surface of the metal member.
