A polymerization reaction proceeds in a polymerization reaction solution containing a (meth) acrylic acid monomer and an unsaturated alcohol monomer, or a (meth) acrylic acid monomer and an allyl ether monomer. In doing so, the amount of persulfate and bisulfite used as initiator is reduced. The above problem is solved by adding a heavy metal ion such as an iron ion to a polymerization reaction solution.
